This is Miriam, a minor character from H2O: Just Add Water. She only appears in the first season, and acts as the rival of the heroines (mostly Rikki), and the closest season one had to an actual villain. Dr. Denman was only in 3 episodes, which isn't enough to establish villainy.

Miriam is considered the town princess, and boys are drawn to her like moths to the flame. Guess its easy when you're more developed than the heroines. Miriam has a huge crush on Zane, though he denies ever being serious with her (smart move, Rikki's more your type anyway). She only loves Zane for his money, meaning if the Bennett's went bankrupt, Miriam would "disappear quicker than a pizza at a weight watcher's convention (Jeff Foxworthy)."

Love should not be based on the size of one's wallet. Love is based on the size of your heart. That being said, Miriam will be a bachlorette her whole life.
